To help ensure that you are taking the right steps for your application, we have detailed a guide on the application to the different types of institutions in Singapore, listing the specific procedures.
International students without Dependent’s Pass (DP), Immigration Exemption Order (IEO) and whose parents are not Singapore Citizens (SC)/Singapore Permanent Residents (SPR) and who wish to seek school admission to Primary 2–5 and Secondary 1–3 levels in mainstream public primary and secondary schools respectively are to take part in the Admissions Exercise for International Students (AEIS).

Admissions Exercise for International Students (AEIS) AEIS involves a centralised test on English and Mathematics, and applicants who pass the test would automatically be offered a place in a suitable school, based on available school vacancies and their performance in the centralised test. Applying Directly to Schools International students without DP, IEO and whose parents are not SC/SPR and who are seeking admission to Primary 2–5 and Secondary 1–3 but are unable to make it for the AEIS exercise and those who are seeking admission to Primary 1 or JCs may approach their schools of choice directly to apply for admission.
Step-by-Step Guide for Applying Directly to Schools Admission is subject to the availability of vacancies, provided there are no SC/SPR children on the schools’ waiting lists, and the schools’ admission criteria.
- International students without DP, IEO and whose parents are not SC/SPR and who are seeking admission to Primary 2–5 or Secondary 1–3 are required to sit for and pass a Qualifying Test (QT) before making a direct application to schools.
International students seeking admission to Primary 1 or JCs are not required to sit for the QT; please see Step 2. For more information, please visit the Qualifying Test section on this website.
- Submit your application at the school of your choice with the required documents.
- If there is a vacancy, you will need to pass a placement test conducted by the school. Applicants will be tested on subjects such as English, Mathematics and Mother Tongue Language (where applicable).
- Upon passing the test, the school will issue you with a Letter of Acceptance (LOA).
- The Letter of Acceptance is valid for two weeks, during which time, you must apply for a Student’s Pass with the Immigration & Checkpoints Authority (ICA).
- The applicant must return to the school with a valid student’s pass within 2 weeks of the LOA’s date of issue. Otherwise, the applicant will forfeit his / her admission to the school.
- Check the course brochures or website of the university of your choice to see if you meet the course requirements.
- Apply directly to the educational institutions accompanied by the relevant certification and documentation. Please note that local universities accept online applications.
- Some institutions or courses will require you to undergo an interview or placement test.
- Upon acceptance, you will be sent a Letter of Offer. Applicants who apply online to local universities can check their application status online.
- Sign the acceptance form and return it by the closing date.
- You will receive a package and should plan to be in Singapore at least two weeks before the semester commences.
Private schools conduct their own admissions exercises which are usually publicised in the media or course brochures.
- Check that the school is registered with MOE or that it has attained the Edutrust certification from the Council for Private Education.
- Check the course brochures or website of the school to see if you meet the course requirements.
- Verify that the courses offered, certification, school facilities and international student services meet your expectations.
- Apply directly to the school accompanied by the relevant certification and documentation.
- You will be kept informed of your application status and sent a Letter of Offer upon acceptance.
Foreign System Schools, or International Schools, conduct their own admissions exercises which are usually publicised in the media or course brochures.
