Guide to applying to schools in Singapore

Are you considering going to Singapore to study? Here are some pointers on where to look for information on the institutions, programmes and application procedures.

Q1 How do I obtain information on the school, the course and fees?
A. You can:
  • Enquire at your nearest Singapore Visitors Centre
  • Check the Singapore Education website: www.singaporeedu.gov.sg
    • Go to "Education Programmes", select "Academic Institutions", choose "Search for Courses" or "Search for Schools", then key in either a course or a school into the "Search by Keyword" function
    • Email your enquiries to STB_Education_Services@stb.gov.sg
  • Refer to the Singapore Education Guide - available from:
    • Education Services, Singapore Tourism Board, Singapore; or
    • Your nearest Singapore Visitors Centre
  • Speak to a reputable education agent who represents the school

Q2 Can I apply directly to the school or is it compulsory for me to go through an education agent?
A. Education agents can help in advising you on programmes and institutions as well as application to the schools. They serve as a convenient one-stop service.

You can also apply directly to the school of your choice.

If you require the services of an education agent, it is recommended that you take note of the following when selecting an education agent:
  • Ask your friends, classmates, relatives or colleagues for their recommendations and advice
  • Shortlist the agents that are more well-known and have good track record
  • Enquire at your nearest Singapore Visitors Centre; they may have a listing of good and reputable agents to recommend

Q3 What are the key things that I should take note of when applying to a school?
A. The school should provide clear and accurate information on the course, the entry requirements, the conduct of the course, fees and other charges as well as terms and conditions relating to areas such as course cancellation and refund policies. The school should also specify the services that it will provide to international students.

For Private Education Organisations (PEOs), all terms and conditions relating to your enrolment into the course should be reflected in a Standard Contract that the PEO will sign with you.

The Standard Contract is available in English, Chinese, Bahasa Indonesia, and Vietnamese. Please note that students are required to sign on the English version ONLY, and the translated versions are simply used as a reference. Q4 For private schools or PEIs, how would I know whether the PEI that I am applying to is reputable and credible?
A. All PEI’s currently need to be registered with the Council for Private Education in order to operate in Singapore and the registration process takes into account the PEI’s corporate governance, quality of provision and information transparency.

In addition, PEI’s that take in international students need to have EduTrust certification. There are 3 levels of EduTrust certification – EduTrust Star (valid for 4 years), EduTrust (valid for 4 years) and EduTrust Provisional (valid for 1 year).

PEI’s must seek approval from the Council for Private Education to offer any external degrees offered in partnership with bona fide universities and they are only allowed to offer qualifications of up to Advanced Diploma level in their own name.

A Fee Protection Scheme has also been established to protect the tuition fees of students studying at PEI. It is a mandate that PEI’s have to either deposit the fees in an escrow account or purchase insurance protection administered by CPE-approved companies.

    Q5 Who can help me if I have problems with the school, or with the course?
    A. You should try to resolve the problem with the school first.

    If the school is unable to resolve the issue, you can approach:
    • Ministry of Education - for public schools
